Is there a driver available within the Siemens WinCC HMI package for communication to a Modicon Momentum PLC using MODBUS interface?

WinCC version 5.1 does support modbus master driver. I am not sure about the later versions of it. You can use this driver for communication with any PLC which is supporting modbus.
