I design for governor valves control unit at the spillway area of hydro-power plant. this control system is one part of hydro-power plant control system. DCS, protocol of this control is Ethernet. I want this control to connect to DCS of powerhouse, but protocol of powerhouse control system is modbus. protocol of two control system is separate, so not to connect each other.
I have a question is that How do I connect two control system each other? at here distance between valves control unit and DCS of hydro-power plant is about 500m, connect in optical cable.

This is a common challenge in automation world. The more often chosen solution recommended for it is OPC. OPC is a technology that is vendor neutral by which it enables you to connect different control systems together smoothly and headache free.

I think "headache free" is a rather extreme overstatement. It binds you hand and foot to a very large and persistent headache. It only seems headache free if you already have the migraine.

You do have a problem. In my experience most DCS systems have a Modbus communication option otherwise you could use a PLC to translate between the Ethernet and Modbus.
By the way, you don't say what protocol the ethernet is using. Give us the make and model of the DCS.
